Alain Bicqué heads the Employee Benefits Practice for Willis International, a part of the leading global insurance broker. Willis is developing and delivering professional insurance, reinsurance, risk management, financial and human resource consulting and actuarial services to corporations, public entities and institutions around the world. Willis has more than 400 offices in nearly 120 countries, with a global team of approximately 20,000 Associates serving clients in some 190 countries international.
Based in London, Alain oversees the activities, strategic choices, development as well as the financial performance of the local employee benefits units in the different countries.
With almost 20 years experience in the employee benefits and insurance industry Alain has developed a thorough knowledge of local social security systems, HR policies and employee benefit plans in various countries. He started his career with Citibank N.A. in Brussels and then moved to Van Breda International, a Belgian broker specialised in international medical and expatriate plans. Prior to joining Willis in 2001 he also worked for the multinational pooling networks MIA/ING and Insurope.
Over the years he has been a regular speaker at several international forums around the globe.
Alain is holding a Master Degree of Commercial Sciences from the Hogeschool-Universiteit Brussels and is a Main Committee Member of the International Employee Benefits Organisation (IEBA).

SENDING STAFF OVERSEAS - WHOSE LAW APPLIES?
The UK Courts have recently delivered several important judgments in cases in which workers have been sent to work all or part of their time overseas. The rules as to which law applies will differ according to the type of claim - a discrimination case might not be heard in the same country as a claim for unlawful dismissal, for example.
The rules become even more complicated when the laws of the European Union and its individual member states are taken into account - a real legal maze.

Sarah Howlett is a Partner in the employment & pensions team and is based in our London office.
Sarah has over 12 years of experience advising clients on all aspects of employment law. In particular Sarah regularly advises on restrictive covenants, executive recruitment, and severance, large scale redundancies, transfer of undertakings and changing terms and conditions. Sarah also advises on status issues, termination payments and the employment aspects of tax savings schemes involving salary sacrifice.

Gary has 25 years experience of advising and representing clients in all aspects of employment law, including in particular Executive Severance, team moves (including drafting and enforcement of garden leave clauses and restrictive covenants), unfair and wrongful dismissal, and all kinds of Tribunal claims. He also advises on transfer of undertakings (TUPE), particularly in relation to corporate and outsourcing transactions and on global mobility issues concerning expatriates.
He is highly rated in the 2009 Edition of the Legal 500 which quoted a client as saying that he "always gives well-considered advice which is both legally robust and commercially reasonable."
Gary was recently elected the Chairman of the Employment Committee of the City of London Law Society. He is a regular speaker and writer on employment law issues and has in the past twelve months spoken in New York, Paris, Zurich and Geneva.

IMPORTANT CHANGES TO THE TIER 2 WORK PERMIT: cap on the number of sponsored migrants
On 19 July 2010 the UK Border Agency introduced an interim limit on applications submitted under Tier 1 (General) and Tier 2 (General) of the UK Points Based System. The UK government intends to make this cap for Tier 2 (General) migrants permanent in April 2011.
This education session by Fragomen will focus on the cap imposed under the Tier 2 scheme, the effects on employers of non-EEA nationals, as well as suggestions on how to plan future mobility.
